Where is the PCSA office?

PCSA is a volunteer-run organization incorporated as a community association under the laws of the Commonwealth of Virginia. Board members are resident members of the association and are elected by the community at an annual meeting (usually held in February). The board hires a professional property manager (currently Berkeley Realty Property Management) to provide day to day management.

When are the Homeowners Assessments due?

PCSA master association dues payable on the 1st day of January each year. If your neighborhood has a Sub-Association, as well, you would need to contact that sub-association to inquire about their dues and their payable dates.

What forms of payment can be used to pay the Homeowners Assessments?

Assessments are typically paid by check or money order. There is presently also an online payment option. Contact the Property Manager at (757) 229-6810 for other forms of payment.

What amenities are provided for the homeowners?

For your enjoyment, there is a 4.3 acre recreation area with clubhouse, pavilion, multi-use building, basketball court,and playground. A swimming pool is also available to members for an additional fee. There are also nearly 5 miles of walking trails and three large lakes which provide opportunities for boating (non-motorized) and fishing. Is soliciting within Powhatan Secondary permitted?

Soliciting is permitted with proper licensing from James City County. If a solicitor does not have a license, please notify the Police Department.

Who maintains the wooded open spaces and ponds?

All open spaces, ponds, and trails are maintained by the PCSA.

Does PCSA carry insurance on our homes/cars?

No, the PCSA insurance policy does not cover any damage done to your home or car, unless the damage was caused by association staff.

If a home is vandalized or burglarized does our PCSA dues pay for any damages that may occur?

No, you would have to contact your insurance company in this situation.

If there are stray animals in our yards or flower beds do we call the PCSA to have them removed?

If you do not know to whom these animals belong, you need to call Animal Control. If you do know the animal's owner, PCSA can send them a letter to remind them of the rules regarding animals.

If someone is causing a noise disturbance whom do we call?

If it is during the morning or middle of the night you need to call the James City County Police Department. If the noise disturbance is an ongoing situation and the person(s) causing the disturbance is in violation of PCSA rules and regulations and upon receiving a written complaint, those person(s) will receive a letter of violation.

If someone is parked in my space or I am having problems with parking, whom do I contact?

If your neighborhood has an sub-association property management company, they should be able to resolve this issue for you. If along the main roads (maintained by VDOT), please contact the James City County Police Department.

Is trash pick-up for Powhatan Secondary scheduled by the PCSA?

Trash Collection within James City County is by private service provider.

This winter when it snows whom do we call for snow removal?

If you live on a private street (typically those within apartment, condo, or townhome developments with a sub-association), you may contact your sub-association property management company for scheduled snow removal or ice melt treatments. Residents on Cluster Way may contact the PCSA property manager. If you live on a public street, these streets are maintained by the Virginia Department of Transportation and will treated/plowed on an as-needed and priority basis.

Residents on Cluster Way may contact the PCSA property manager. If you live on a public street, these streets are maintained by the Virginia Department of Transportation. Who do I call about a drainage complaint?

If the area of concern is within the roadside ditches, contact the appropriate road maintenance provider (see potholes FAQ above). If we have friends who are interested in buying or renting in Powhatan Secondary do we send them to the PCSA for details?

No, we do not keep a listing of properties that are for sale or for rent within Powhatan Secondary. You should send them to a realtor who should be able to print them a listing. Contact the Williamsburg Area Association of Realtors (WAAR) at www.waarealtor.com for a realtor in the area. If you know someone strictly looking to rent an apartment, please refer them to the apartment complex links on our Sections page.
